Sitrep 1 : Jalpaiguri and Maldah, West Bengal - Flood

HIGHLIGHTS
-
Water of Fulhar is overflowing due to heavy rainfall. Ratua 1 and Harischandrapur-II are the worst affected blocks of Malda District. In Ratua, Bilaimari and Mahanandatola Gram Panchayats in the West and Kahala and Debipur Gram Panchayats in the East are badly affected. In Mahanandatola Gram Panchayat, the river is continuing its breach of the embankment. On 15th of July total homeless families were 1000.

According to the data provided by Irrigation and Waterways Department, the water level of Fulhar in Maldah was 0.82 m above danger level u/s and 1.12 m above extreme danger level d/s on 23/07/2010. However the water level has gone down and is now below the danger level. There is moderate intensity of flow passing down rivers of North Bengal.

10 nos. bank protection work, 20 nos. embankments, Baxir Kuthi Spur No.-II, Tufangung TP, Mathabhanga TP and Spur No.01 & 02 of Phulbari are unsafe under Coochbehar (I) Division.

Within one week above 300 houses have gone under the Fulhar. The homeless families are taking shelter on the embankment in Debipur, embankment of Fulhar in Bihar (Bhawaniur GP of Amdabad Block in Katihar District) and in the jute farms. 200 houses have gone under water in Ajijtola, Ruhimari and Ramayanpur villages of Bilaimari Gram Panchayat in the last four days. 100 houses of Bangutola and Janjalitola of Mahanandatola Gram Panchayat were completely destroyed.

In Harischandrapur –II Block of Maldah District, under Chanchal sub-division several villages such as north Bhaduria, Rashidpur, Kawadol, Tantipara and Parbhaluka, are facing the problem of water logging due to heavy rainfall in the region. 50,000 perseons were displaced.

The Govt. authority had given yellow alert on 15th July and red alert on 22nd July at unprotected areas in Maldah. Scared people of above villages are carrying away their domestic possessions to other places. They are breaking down their concrete houses and transferring all materials to safe places. As the river approaches towards the villages, people are cutting down trees like Mango, Kadam and Bamboo.

Due to embankment erosion in Maldah, pipeline of arsenic free water has been damaged. Arsenic free water supply has stopped in Debipur Gram Panchayat in Ratua I Block in Maldah. People of that area are not getting safe drinking water since 22nd July. About 15000 people are facing scarcity of safe drinking water.

In Jalpaiguri, there is a forecast of heavy rains to the tune of 41 mm and 58 mm on 30/07/2010 and 31/07/2010, respectively by IMD. The bridge on the way to Hamiltongunj has been washed away necessitating a 30 k.m. detour to reach Hashimara and adjoining places has to go through.

In the Falakata Block of Jalpaiguri, 19 out of 19 villages of Guabnagar GP, has been affected, including 30000 persons from 800 families. This figure includes 600 children. 2500 persons are living in temporary shelter. 40 houses have been damaged fully and another 130 partially. There was also damage to 500 Bighas of agricultural land and 5 goats have been washed away. So far there has been 1 death case. Gokulnagar village is the worst affected place in this GP.

In the Kalchini Block of Jalpaiguri, 5 out of 12 villages of Lothabari GP and 10 out of 10 villages of Mendabari GP were affected. In lothabari 600 families including 6000 persons were affected and 5 houses were damaged. 4 goats and 15 pigs were washed away and 98 Bighas of agricultural land flooded. In Mendabari, 14000 persons belonging to 950 families were affected and 6 houses were damaged. 10 pigs were washed away and 130 Bighas of agricultural land flooded.

SPECIFIC REQUIREMENTS :
ocal volunteers, Panchayat Pradhan and Members and NGO workers are involved in rescue efforts and in controlling the damages.

Nutritional, health and shelter needs of the families left homeless require to be monitored, including supply of bleaching powder (200 k.g. for Falakata Block), Halogen tablets (10,000 for Falakata Block) and Paracetamols (10,000 for Falakata Block) and disinfection of tubewells and wells.
